Tan Tao Energy Corporation initials EPC contract for Kien Luong I

On June 29, the initial signing ceremony for the Engineering – Procurement – Construction Contract of Kien Luong Coal-fired Power Plant Phase 1 (the Project) was organized in Beijing between Tan Tao Energy Corporation (TEC) under Tan Tao Group, the Project Owner, and China Huadian Engineering Co. Ltd. (CHEC) under China Huadian Corporation (CHD), the Contractor.

Attending the ceremony, on the project owner side, there is the management team from Tan Tao Group, led by Mdm. Dang Thi Hoang Yen, the Chairwoman, together with its financial and legal consulting teams, Standard Chartered Bank and Shearman & Sterling LLP, respectively. On the contractor side, in addition to the management board of CHEC led by Mr. Sun Qingsong, the President, high-level representatives of CHD and CHD Power Plant Operation Co., Ltd. were also present at the event. The signing ceremony had the honor to welcome senior representatives from China Export & Credit Insurance Corporation (Sinosure), Virtue Eagle Development Ltd., China Chamber of Commerce for Import & Export of Machinery &Electronic Products, and some of the biggest Chinese banks (Bank of China, Industrial and Commercial Bank of China, the Export-Import Bank of China) which have expressed their particular interest in providing loans for the project as well.

The development of Kien Luong Coal-fired Power Plant (KLPP) is approved in January 2008 at Kien Luong Power Complex, Kien Luong Province, approximately 300 km South of Ho Chi Minh City, Vietnam. The KLPP will be one of the largest power generation centers in Vietnam with a total capacity of up to 4,400 - 5200 MW (Phase I: 1,200 MW, Phase II: 1,200 MW, and Phase III: 2,000 MW). This is also the first and largest-scale thermal power project ever assigned by Government of Vietnam to the private sector.

Given the importance of the Project, CHEC was selected to sign the EPC Contract with Tan Tao Energy Corporation, the Project Company, due to its demonstrated proven track records of constructing large-scaled thermal power projects in China, Indonesia, Philippine and Vietnam, etc. By the end of 2007, CHD has boasted total installed capacity of 63,020MW, annual power output was 258.2 billion kW/h. Its power plants are distributed in 25 provinces and regions in China, among which 26 power plants are large-scaled ones with installed capacity of over 1000MW each. CHEC is the CHD-owned nationwide group corporation, mainly engaged in designing, manufacturing, service and construction of projects in various industries including power, chemistry, metallurgy and harbor, etc.

After the signing of the EPC contract, the construction of the Project will be started from the issuance of Notice to Proceed and last 39 months. The commercial operation of the first unit will start at the end of 2013 and that of the second unit will start at the beginning of 2014. Upon completion, the Project and KLPC as a whole will help to increase the power capacity and contribute to meeting the fast growing electricity demand in the Southern region of Vietnam.
